I hold a Bachelor of Science from the State University of New York College of Environmental Science and Forestry at Syracuse in Environmental Studies Policy and Management. My expertise is in applying for NPDES Storm Water Discharge Permits in California.

I earned my Certified Professional in Erosion Sediment Control (CPESC) and Certified Erosion, Sediment and Storm Water Inspector (CESSWI) in 2009. I am a Qualified SWPPP Developer and Practitioner Trainer of Record. I am also a member of the Urban Land Institute and California Storm Water Quality Association (CASQA). I have presented and moderated sessions at the Annual CASQA conference.

I started in the consulting construction stormwater compliance industry in 2009 and have worked on Linear and traditional projects. Construction clients have included private urban fill developers, public utilities, housing developers, municipalities, school districts, universities, and commercial park developers. I have also worked as a Los Angeles World Airport owner representative as an in-house stormwater compliance specialist. I earned my Qualified Industrial Storm Water Practitioner in 2017 and have worked with airports, breweries, US Coast Guard, and other industrial facilities on their stormwater compliance needs in meeting their ERA Level 1 and 2 requirements.

My passion within the industry is collaborating with owners and contractors to bring new technologies into the industry that typically are very traditional in approaching sediment and erosion control. It is my strong belief that the age of just putting a silt fence up as a requirement has come to pass. With many great reusable products on the market, it is time to educate on the cost benefits of reusable products and monitor the water quality from these new methods to better protect our natural waterways and soil quality.

I’ve represented the Chapter Board at the Annual Conference in Minneapolis and look forward to the conference in Spokane and to working with the Chapter members to develop more educational opportunities in line with our industry’s changing needs and geographical concerns.

I look forward to working with the other Board members and to hearing from the membership on what the Western Chapter can do to improve the sediment and erosion control industry.

I have been the Administrative Vice President (2013-2023) and the Treasurer since 2015. I serve on several WCIECA committees, as well as on the IECA Awards Subcommittee.

Jeanne Duarte is the CEO of Storm Water Resources, Inc. She attended UCLA as a Biology major and has a degree in Organizational Leadership. Jeanne is also a Certified Professional in Erosion and Sediment Control (CPESC) and a Certified Inspector of Sediment and Erosion Control (CISEC). In addition to her duties as a Board member of the Western Chapter of IECA, she also sits on the CISEC Board of Directors. Jeanne has obtained the Trainer of Record status in California, training QSDs and QSPs across the State. Jeanne is QSD #52 in California, receiving her certification in the first group certified by the State in 2009.

Prior to starting Storm Water Resources, Jeanne’s experience included two years as the Storm Water Inspector for The Newhall Land and Farming Company, managing environmental compliance on construction sites, and ten years with the City of Santa Clarita. Five of those years were spent developing, implementing, and managing the City’s Storm Water Management Program.

Mrs. Duarte’s accomplishments in this area include participating in the development of the Los Angeles County NPDES permit in 1996, and the development and successful implementation of the City of Santa Clarita’s first Storm Water Program. She was instrumental in forming the City’s Storm Water Utility Enterprise fund, created to meet the financial needs of the stormwater requirements placed upon the City.

More recently, Jeanne has spent her time building Storm Water Resources into an industry leader in the stormwater field. With a client base stretching from Northern California to the Mexican border, the company has developed a strong client base that includes some of the nation's top builders and land development companies.

I have served as Western Chapter’s Administrative Vice President and President. My experience in volunteering includes serving on the WCIECA Education and Events Planning Committee and the IECA Awards Committee, and I also serve on the Board of Directors for the California Stormwater Quality Association (CASQA), as Co-Chair of CASQA’s Construction Subcommittee and on the State’s Construction General Permit Training Team.

As an Associate Director of a civil and environmental engineering firm located in Southern California, I bring over 20 years of stormwater program management and construction industry experience. I hold a B.S. in Environmental Science and an M.S. in Environmental Engineering Systems from UC Riverside.

Danny is the Western Market Development Manager for Profile Products LLC, of Buffalo Grove, Illinois. His territory includes the states of California, Nevada, Hawaii, Utah, and Arizona. He has 17 years of experience in erosion and sediment control, geosynthetics, and stormwater. Danny is a Certified Professional in Erosion and Sediment Control (CPESC) and Qualified Storm Water Pollution Prevention Developer (QSD). Danny has extensive knowledge in sales, distribution, and technical specifications of various erosion control, sediment control, geosynthetic, and stormwater products. Danny collaborates closely with contractors, engineers, landscape architects, municipal and state agencies, and federal regulators to educate them on solutions that pertain to vegetation establishment, erosion control, and water quality.

Danny plans to bring his outgoing personality and industry knowledge to the chapter. He has a strong passion for the erosion control industry and enjoys working with others on planning and executing strategic goals that can be accomplished with teamwork and determination.

Danny received his Bachelor of Science in Business Administration from California State University, San Marcos. He is a native San Diegan and lives in Cardiff-by-the Sea, CA.

Erika has been in the stormwater industry since 2003. She started out doing stormwater compliance field inspections throughout Southern California and Nevada for a land development company. What started as field inspections has now evolved into stormwater program development and management for a broad range of clients in the homebuilding industry.

She is happily married to the love of her life. They have two little girls who bring them great joy: seven-month-old Hannah and Leah, who is almost three years old. When she isn’t working and chasing her little girls, Erika enjoys cooking traditional Lao food with her husband, family time, reading, outdoor activities and traveling.

Fun Fact: Erika is a California native who attended high school and college in the Midwest (Illinois and Indiana). She moved back to SoCal in 1999.

I am honored to serve on the WCIECA board and look forward to working with this association of leaders in the erosion and sediment control industry. This will be a rewarding journey for me and allow me to increase my knowledge of industry Erosion practices and meet wonderful people protecting Mother Earth.

My professional life’s work has been in the seed industry at Stover Seed Company. I started working on farms growing and harvesting crops as a young boy and through my high school years in Western Oregon. Throughout my college years, I worked as a sales representative selling seeds to Landscape professionals and municipalities. My full-time work at Stover Seed Company allowed me to get direct experience working with large erosion control contractors and building a knowledge of effective erosion control products in the marketplace. More recently, my work has also involved restoration companies on short-term erosion control and long-term restoration projects. The long-term restoration projects have highlighted a need to inventory quality native seeds at Stover Seed Company. We hand collect plant material and contract to grow native plants to ensure quantity and quality are available.

I bring a unique perspective on seeds and how they are utilized in the Erosion control and sediment control industry to the board and hope that it will help to shape some decisions made in the wonderful association.

John received his B.S. in Civil Engineering and M.S. degree in Civil Engineering (emphasis in Water Resources) from California State University, Sacramento. John worked as a hydraulic engineer for the US Army Corps of Engineers for seven years, serving in both the Sacramento and Los Angeles Districts. Following his experience at the Corps of Engineers, John diversified his engineering and business skills as a water resources consultant, engineering project manager for a homebuilder, and purchasing and contracts manager for a construction company.

In 2008, John joined Propex (now Solmax) as a market development manager responsible for providing engineering, technical, and installation support for erosion control, slope stability, and geosynthetic applications throughout the West. In 2017, John joined Earthsavers Erosion Control, where he contributed to different operations, sales, and leadership roles. Earthsavers was acquired by Core & Main in June 2022. John currently serves as Market Development Manager for Core & Main Geosynthetics.

John is married with four children. John enjoys playing basketball and spending time with his family. For the past 15 years, John has been a board member for the Raise Your Hand Foundation, a non-profit organization providing scholarships and medical resources to Liberians in West Africa.

Fueled by my passion for clean water and sustainable construction practices, I founded SWPPPCal in 2013. My company quickly gained recognition for its groundbreaking erosion control solutions, which incorporated drones tailored to each project's specific needs.

I intend to contribute my extensive knowledge and expertise to advance the industry’s practices. I passionately believe that staying at the forefront of developments and collaborating with fellow professionals is paramount to driving positive change in erosion and sediment control. With a proven record and a genuine commitment to sustainable practices, I am excited to embark on this leadership journey and make a lasting impact.

I am currently employed as an Environmental Scientist by CASC Engineering and Consulting. I am excited to offer my candidacy to serve on the WCIECA Board of Directors. I have been a member of the WCIECA since 2021 and have benefited from attending/participating in several field tours and workshop events. I support the Chapter by attending educational events and supporting some of the Directors behind the scenes. My experience in volunteering also includes the CASQA Construction Subcommittee and, recently, the CASQA Awards Committee. I have been fortunate to have an employer that supports volunteering with industry-leading organizations such as the California Storm Water Quality Association (CASQA) and WCIECA.

I hold a Bachelor of Science in Environmental Geology and have attained a Geologist-in-Training certification. I am CESSWI certified through Envirocert International, an approved QSP, and I am working toward a CPSWQ certification. As an Environmental Scientist working in the Water Quality Division at a civil and environmental engineering firm, I bring over five years of experience as a GIT field inspector data analyst and have worked my way up to Assistant Program Manager. My affiliations and experience as a consultant allow me to represent the interests of the erosion control industry across the southern region of California.
