Being a part of IECA is crucial for staying informed in our ever-changing industry. With over 20 years of experience, I hope to take on a leadership role in the erosion and sediment control world and bring forth my bright and innovative visions.

Fueled by my passion for clean water and sustainable construction practices, I founded SWPPPCal in 2013. My company quickly gained recognition for its groundbreaking erosion control solutions, which incorporated drones tailored to each project's specific needs.

I intend to contribute my extensive knowledge and expertise to advance the industry’s practices. I passionately believe that staying at the forefront of developments and collaborating with fellow professionals is paramount to driving positive change in erosion and sediment control. With a proven record and a genuine commitment to sustainable practices, I am excited to embark on this leadership journey and make a lasting impact.

I live in Thousand Oaks, CA, with my husband of 27 years and three boys, ages 23, 22, and 9. My credentials include QSD/QSP, CISEC, CPESC, CPSWQ, LEED AP BD+C, FAA Private Pilot, and sUAS Pilot.

I have been the Administrative Vice President (2013-2023) and the Treasurer since 2015. I serve on several WCIECA committees, as well as on the IECA Awards Subcommittee.

Jeanne Duarte is the CEO of Storm Water Resources, Inc. She attended UCLA as a Biology major and has a degree in Organizational Leadership. Jeanne is also a Certified Professional in Erosion and Sediment Control (CPESC) and a Certified Inspector of Sediment and Erosion Control (CISEC). In addition to her duties as a Board member of the Western Chapter of IECA, she also sits on the CISEC Board of Directors. Jeanne has obtained the Trainer of Record status in California, training QSDs and QSPs across the State. Jeanne is QSD #52 in California, receiving her certification in the first group certified by the State in 2009.

Prior to starting Storm Water Resources, Jeanne’s experience included two years as the Storm Water Inspector for The Newhall Land and Farming Company, managing environmental compliance on construction sites, and ten years with the City of Santa Clarita. Five of those years were spent developing, implementing, and managing the City’s Storm Water Management Program.

Mrs. Duarte’s accomplishments in this area include participating in the development of the Los Angeles County NPDES permit in 1996, and the development and successful implementation of the City of Santa Clarita’s first Storm Water Program. She was instrumental in forming the City’s Storm Water Utility Enterprise fund, created to meet the financial needs of the stormwater requirements placed upon the City.

More recently, Jeanne has spent her time building Storm Water Resources into an industry leader in the stormwater field. With a client base stretching from Northern California to the Mexican border, the company has developed a strong client base that includes some of the nation's top builders and land development companies.

I have served as Western Chapter’s Administrative Vice President and President. My experience in volunteering includes serving on the WCIECA Education and Events Planning Committee and the IECA Awards Committee, and I also serve on the Board of Directors for the California Stormwater Quality Association (CASQA), as Co-Chair of CASQA’s Construction Subcommittee and on the State’s Construction General Permit Training Team.

As an Associate Director of a civil and environmental engineering firm located in Southern California, I bring over 20 years of stormwater program management and construction industry experience. I hold a B.S. in Environmental Science and an M.S. in Environmental Engineering Systems from UC Riverside.

I hold a Bachelor of Science from the State University of New York College of Environmental Science and Forestry at Syracuse in Environmental Studies Policy and Management. My expertise is in applying for NPDES Storm Water Discharge Permits in California.

I earned my Certified Professional in Erosion Sediment Control (CPESC) and Certified Erosion, Sediment and Storm Water Inspector (CESSWI) in 2009. I am a Qualified SWPPP Developer and Practitioner Trainer of Record. I am also a member of the Urban Land Institute and California Storm Water Quality Association (CASQA). I have presented and moderated sessions at the Annual CASQA conference. .

I started in the consulting construction stormwater compliance industry in 2009 and have worked on Linear and traditional projects. Construction clients have included private urban fill developers, public utilities, housing developers, municipalities, school districts, universities, and commercial park developers. I have also worked as a Los Angeles World Airports owner representative as an in-house stormwater compliance specialist. I earned my Qualified Industrial Storm Water Practitioner in 2017 and have worked with airports, breweries, US Coast Guard, and other industrial facilities on their stormwater compliance needs in meeting their ERA Level 1 and 2 requirements.

My passion within the industry is collaborating with owners and contractors to bring new technologies into the industry that typically is very traditional in approaching sediment and erosion control. It is my strong belief that the age of just putting silt fence up as a requirement has come to pass. With some many great reusable products on the market it is time to educate on the cost benefits of reusable products and monitor the water quality from these new methods to better protect our natural water ways and soil quality.

Erika has been in the stormwater industry since 2003. She started out doing stormwater compliance field inspections throughout Southern California and Nevada for a land development company. What started as field inspections has now evolved into stormwater program development and management for a broad range of clients in the homebuilding industry.

She is happily married to the love of her life. They have two little girls who bring them great joy: seven-month-old Hannah and Leah, who is almost three years old. When she isn’t working and chasing her little girls, Erika enjoys cooking traditional Lao food with her husband, family time, reading, outdoor activities and traveling.

Fun Fact: Erika is a California native who attended high school and college in the Midwest (Illinois and Indiana). She moved back to SoCal in 1999.

John received his B.S. in Civil Engineering and M.S. degree in Civil Engineering (emphasis in Water Resources) from California State University, Sacramento. John worked as a hydraulic engineer for the US Army Corps of Engineers for seven years, serving in both the Sacramento and Los Angeles Districts. Following his experience at the Corps of Engineers, John diversified his engineering and business skills as a water resources consultant, engineering project manager for a homebuilder, and purchasing and contracts manager for a construction company.

In 2008, John joined Propex (now Solmax) as a market development manager responsible for providing engineering, technical, and installation support for erosion control, slope stability, and geosynthetic applications throughout the West. In 2017, John joined Earthsavers Erosion Control, where he contributed to different operations, sales, and leadership roles. Earthsavers was acquired by Core & Main in June 2022. John currently serves as Market Development Manager for Core & Main Geosynthetics.

John is married with four children. John enjoys playing basketball and spending time with his family. For the past 15 years, John has been a board member for the Raise Your Hand Foundation, a non-profit organization providing scholarships and medical resources to Liberians in West Africa.

With over 30 years in the environmental field, I specialize in erosion, sedimentation, and stormwater management. The first half of my career was spent in the Northeast, working for PENNDOT and various mining companies, covering endangered species, wetlands, NEPA projects, hazardous waste, and recycling programs. Later, I moved my family to Arizona after being recruited for a challenging project in the Tonto Forest, where I helped reduce turbidity from 600 NTU to 10 NTU using innovative BMP techniques from Pennsylvania. The project earned a Global Environmental Award.

Another major milestone was serving as Environmental Manager for the Connect 202 Project—a $3 billion, 22-mile corridor with 28 bridges, including a one-mile span over the Salt River. The project incorporated wildlife crossings for species like the Sonoran tortoise and Coues deer and provided opportunities to test a variety of stormwater BMPs across urban and rural settings over six years.

Now, I aim to serve on WCIECA’s Board of Directors, mentoring the next generation of environmental managers and specialists. I have been an active member of AZAGC’s Environmental Committee for 13 years and remain committed to advancing sustainable solutions in the field.

I have 18 years of experience in the construction industry, 15 of which have been in the erosion control and stormwater management industry. I have also been an IECA member since 2019.

My credentials include being a QSD (Qualified SWPPP Developer), QSP (Qualified SWPPP Practitioner), CPESC (Certified Professional in Erosion and Sediment Control), CESSWI (Certified Erosion, Sediment and Stormwater Inspector), and licensed C-27 contractor. I am the owner of Freeman Environmental, which is based out of Aptos, California. Freeman Environmental specializes in developing Stormwater Pollution Prevention Plans, performing stormwater inspections, hydroseeding, as well as erosion and sediment control installation.

I believe serving on the board of directors for the IECA western chapter would be a great way to network with other individuals within the industry, continue to broaden my knowledge, and provide insight from both a contractor’s and consultant’s point of view. This would be a unique opportunity to collaborate with industry leaders, which I would be very excited to be a part of. I enjoy being a member of this growing community of professionals, who together offer a very diverse understanding of the various industries we serve.
